Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of contrasting events captured the bleak nature of the outgoing year. By day, political struggles are conducted: positive announcements are released from multiple capitals. Immense energy is devoted on managing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the key method for achieving "settlement".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from Russian territory, a ability provided through current data. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense activated: multiple launches deployed against a hostile projectile. This was a advanced protection mechanism at work, probably supplied through Western nations. Every launch creates sudden vibrations, causing tremors. The moment of terror quickly becomes resigned acknowledgment: perhaps the approaching threat won't strike its target this time, sparing the city from catastrophe and additional electricity failures.
Persistent Threats
Soon after, a large-caliber weapon engaged a drone in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its target.
Periodically, this persisted until dawn. Kyiv awoke to the morning news: seven people killed, devastation and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's vital need on Western support – a need that European nations are clearly incapable to replace in the near term.
Ineffective Peace Efforts
The 28-point plan from Washington generated strong feelings, debate and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new initiative from US leadership unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually achieve victory. This pattern will, undoubtedly, endure.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the whole story. US administration functions according to a principle familiar among international relations experts: you cannot secure via talks what you have been unable to protect through force. The American government presumes that it is impossible to compel Moscow to surrender the land that it already controls in Ukraine's occupied territories.
The issue is that while acknowledging this situation, Washington does little to discourage Russia, through diplomacy or military means, from thinking that the situation will not shift further in its favour in the coming year.
Opposing Positions
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its partners are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's government remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but averting a total frontline collapse until circumstances change in its advantage.
Existing Situation
Factually, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their priority does not move to domestic problems. And although their task will now be significantly challenging after current events, it remains highly unlikely that this will modify their basic position.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a just a single week to kill the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, current information leaks, all did their job.
While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
